4. Durham North Lodge

Cummings spare cottage may have been built without planning permission and pays no Council Tax.

  • Zero Planning Permission.
  • Not registered for Council Tax.
  • In Conservation Area designated in 1981.
  • Under investigation by Durham Council.

Dominic Cummings a Special Advisor to the Prime Minister, made it clear that he had stayed at a “spare cottage” at his father’s farm. When he addressed allegations that he had broken lockdown restrictions in April. Cummings may also have misled the nation about the dates he travelled it looks more likely the journey was made late on 31st March arriving in the early hours of April first.

The cottage in question is not registered for Council Tax, nor has planning permission been sought for the cottage from Durham County Council. The “spare cottage” that Dominic Cummings stated he stayed at on his father’s farm near Durham is in-fact jointly owned by himself and his family.

This makes Cummings trip less of a journey for childcare, and more one to a second home, something was strictly prohibited at the time he travelled 260 miles north from London. Strangely this cottage does not show up as a property in its own right. What makes it even more baffling is Cummings’ father’s farm at North Lodge, is the only property in the entire DH1 3SU postcode.

Cummings mother and father Robert and Morag own a property about one third of mile or more South of North Lodge named White House with the post code DH1 3SS this is dealt with below. With Land registry details photos and planning applications.

5. White House.

The government website direct.gov has facilities to search postcodes properties Council Tax Band. Search below Council Tax Band for DH1 3SU postcode the property jointly owned by Dominic Cummings returns one result North Lodge. Also try DH1 3SS showing 13 properties 5 deleted/demolished and White House owned by Cummings father listed Tax Band E. The Conservation Area search shows both DH1 3SU and DH1 3SS are in that zone.

Plans of North Lodge and White House

Aerial Photograph below and plans above from HM Land Registry for North Lodge and White House Durham. Show the Cummings family are the owners of two plots at North Lodge. Durham County Council Planning search for DH1 3SU showed one single property. Planning applications have no mention of an outbuilding or cottage.

There are two distinct buildings the main building on the right is North Lodge itself this is confirmed in property deeds form HM Land Registry.

On the left is the distinct green roofed building, better known as the “spare cottage” Dominic Cummings and his family are believed to have stayed in whilst away from London.

Below are photographs taken of the cottage from outside the property, it quite clearly shows that it not a shed or farm building. Cummings himself has stated that he stayed in a separate cottage, this in itself helps in proving that it is a separate building used for human habitation.

Durham County Council has no record of this building having been registered for Council tax, nor has an exemption been sought. Also no Evidence of Planning Consent are on the plans and deeds from HM Land Registry shown below.

Prior to 2000 Morag M and Robert A Cummings lived at 32 Hallgarth Street DH1 3AT.

Sales records are hazy for 32 Hallgarth Street although the price stated to have been paid on 16 September 2013 for the land in this title DU195395 was £300,000. PROPRIETOR: CHARLTON BLAIR LIMITED

Records show North Lodge was last sold on 5th July 1999 for £230,000. Electoral registers show Dominic M Cummings missing in 2004 but back in 2008-12 Together with: Morag M Cummings, Robert A Cummings, Matthew Herriott, Francesca M Herriott Other occupants of this address in 2020 was David A Nairn

The fact only David A Nairn was listed in 2020 appears curious but might be explained by the following is there a relationship between Dominic Cummings divorced sister Francesca Herriott and David A Nairn. It would certainly make North Lodge and the cottage very busy and possibly overcrowded.

Coincidences

Companies House records show the Cummings family over the years have been involved with a few ventures. Strangely on April 14th 2020 Morag Mcdonald Cummings decided to resign from a prominent role on the Board of Governors of a Girls school.

That in it's self may be insignificant but given events in the first two weeks of April it is may be worth looking into because on that very same day two other board members choose to resign. Dr Christine Joy English and the very high profile Alan Ribchester

Dominic Cummings altered his online blog to insert his claims regarding corona virus effects, on or about the same date. 14th April. In the Downing Street garden Cummings referred to these. Sadly the facts are - Cummings was lying through his teeth. Cummings was caught out blatantly lying to the nation yet this has never been addressed.

She holds very strong views now given her new posting The police confirmed that they will take firm action where necessary to ensure the public follow stay-at-home restrictions. it is not clear if she has taken up her new appointment in Northumberland yet
